Sustainability- a sustantial second/third car tax will discourage people to own/use less cars. This will help combat climate change, encourage public transport use and help invest money into public transport and will reduce congestion.

It will sustain a strong public tranport system and discourage privatisation.

No cost- will generate revenue stream for government

Environmental groups will support - middle/upper classes will oppose & car industry. No evidence other than 1.4 cars per household average in UK (figure early 2000s)

FOR: Less congestion; better public trasport; environmental protection; income for government
Against: punitive; discriminates against rural dwellers who may need 2 or more cars; could damage car making industry
