Real Local Government for England. Town, Village, and Parish Councils

“Common system of Local Government for England. Subsidiarity as the leading principle. Re-establish “local” councils. One elected representative for every 400 population”

2. How does it fit with Compass’ core beliefs of equality, solidarity, democracy, freedom, sustainability and well being?

Local identity, a sense of place and community, being able to walk to your town hall, knowing your council representatives personally, having a sense of ownership and control.

Being able to particpate in local politics and community life without embarking on a party polital career and without sacrificing family, work and personal life.

A Town hall and local elected council for every community of around 30,000 people - maximum.

A de-Party-Politicisation of local government. A re-energising of local people and communities of all sections, interest and beliefs.

3. How does it build the institutions of social democracy, like social groups and collective and cooperative forms of ownership and control?

Local Councils able to scrutinise all aspects of public spending and public service in the local area including, Health, Transport and all National Government Service delivery

Service delivery ordered strategically, regionally and sub-regionally where necessary, efficiently and at the lowest possible level where achievable. Regional and sub-regional representatives elected from existing council representatives by general population.

Mutualisation rather than privatisation. Localisation rather than Globalisation

4. How much will it cost or raise and where will any cost come from?

Not known

5. Which groups in the electorate are likely to support or oppose this measure? Is there any polling evidence you have on this?

Support from many disenfranchised local people communities. In metropolitan areas, most populations feel that their towns were “Yugoslav-ed” into other Towns or cities with all sense of history and local identity lost.

Would allow the West Lothian question to be addressed by establishing real local councils as the real seat of power across England, with Regional and strategic assemblies elected/drawn from council representatives.

Minimum standards established for all services across England with local councils as scrutiny.

6. Is there a place or country where it’s worked? Please provide some information.

not known

7. What are the three main arguments in favour/against it?

Higher participation rates
Increased Representation
Greater Local power and influence
Greater and restored sense of place, identity, allegiance and history
Addresses the “English” issue
